I am attaching a copy of the madras High court order, pertaining to the matter of keeping a large number of dogs as pets. The same was provided by Mr Gopi Shankar from bangalore. many thanks to him.
The important points as understood by me in the order are –
a) The case was of a breeder who had kept 30 dogs for Commercial use. The court had objected to that.
b) he didnt have any licence to keep those many dogs from the local municipal corporation. This law applies in all cities and you can get the licence for a small fees, which most of us dont bother to.
c) He hadnt taken licence from AWBI for breeding & commercial selling of dogs.
d) court asked him to remove dogs because he was commercialially using dogs.
e) media is partly misinforming people of the contents of this order.
because of this commercial use of dogs, other sensitive issues also got highlighted unfortunately – 
a) such a nuisance caused due to barking, noise pollution and fowl smell in residential areas, etc.
b) This part of the order has indeed created panic in this state as many genuine pet owners are also facing the consequences.
c) Whereas this order was not pertaining to pet owners, but this judgement has and can be misused to settle scores with neighbours keeping pets.
There are other relevant points in the order which are unfavourable for pet owners.
So something needs to be done to get clarification from Madras H.C. court on the same matter, so it cant be misused further.
Anyone in Madras who has access to good lawyers may contact us for persual of this case. Mrs. Anjali Sharma (lawyer) is looking into the matter in consultation with other bodies, so the matter can be taken up urgently. Any NGO/ AWO working in that region, who are interested in taking this up may also contact us at the emails given below, so a coordinated effort can be made.
