The following article ran in HT on Sept 12. It was addressed to residents of Lucknow, and explained why they need street dogs in their city.

(Thanks to Merritt for helping me out with this.)

The context is that a battle is currently being waged in Lucknow to stop the municipal corporation from using tongs, dumping and killing dogs, and otherwise flagrantly violating the law.
