Dear All,
Please read the mail below sent by one of our most active volunteers, Dr. Sushma Date. I think it is high time that the authorities listen to reason and behave in a manner fit for their position. Are they really so ignorant and inefficient that they cannot even get such a simple program in place especially when there are so many volunteers ready to collaborate with the MC? I hope the Municipal Commissioner of Chandigarh reads this mail along with the matter I have copy pasted below and gets his people to fall in line. Kashish, please feel free to forward this to him as well as the media that are only looking for eyeballs. Maybe a caustic mail like mine mocking their stupidity and ignorance will make them do what is needed. (I am sorry that I am writing like this but I don’t think niceties work any more.) If necessary please arrange a morcha or protest come awareness march in Chandigarh. I am attaching the document we used for ours which was sponsored by Phoenix Market City Mall. We also had the Marathi translation on the back of the page.

On Sunday Deccan Gymkhana Parisar samiti (DGPS) had its annual “Meet the Corporators” event where residents of Prabhag 36 were invited to come and grill our two Nagarsevaks, Mr Rane and Mrs Sahasrabhddhe on civic issues in the ward.
Last year, when we had this meeting, there were lots of hostile questions on stray dogs by angry people asking why the PMC wasn’t doing anything about the stray dog problem. To our pleasant surprise, this Sunday everything else was discussed – roads, traffic, parking problems, garden waste, parks, hills, encroachments – but not a single question on stray dogs!
Last year, when we had this meeting, there were lots of hostile questions on stray dogs by angry people asking why the PMC wasn’t doing anything about the stray dog problem. To our pleasant surprise, this Sunday everything else was discussed – roads, traffic, parking problems, garden waste, parks, hills, encroachments – but not a single question on stray dogs!
This is because of the successful stray dog sterilization program we have been conducting in our ward. We have got 400 + dogs sterilized over the last two years, of which around 300 are from our ward (the rest are from Karvenagar, Kothrud and Model Colony). DGPS has also worked with the Nagarsevaks and the Ward Office to promote segregation, composting of wet waste and connecting residents to door to door garbage collectors. This has led to 28 out of 35 garbage containers in the Prabhag being permanently removed from the roadsides.
Due to these two factors we’ve noticed a dramatic decrease in the so called problems attributed to strays – packs hanging near garbage bins, pack aggression during mating season, females delivering their litters in societies and parks and then turning aggressive to keep their puppies safe, puppies dying under cars or of distemper etc etc.

There are of course plenty of stray dogs in our area – but since most have been neutered, they’re not perceived as a problem any more.

This is to bring your notice that stray dogs of Chandigarh are being subjected to a ‘well-managed and properly funded’ cruelty. MC(Municipal Corp.), SPCA and PFA were inefficient in executing the ABC programme in Chandigarh.
The patience of the citizens wore out when a female dog bit 6-7 individuals of sector 20.The dog was dropped by the MC people at SPCA shelter. She was accused of being rabid but the doctor stated that it was quite a friendly dog with a healthy appetite which rules out the question of her being rabid .She died the next day and doctor couldn’t identify what caused it but he stated that there’s a possibility that she was beaten as he found out bruises and swelling on her body.
[Some people later informed the authorities that the female gave birth to few puppies which were killed or taken away from her in an attempt to get rid of the stray dogs in that neighborhood due to which she got reasonably disturbed and for that she was dealt with offensively and then she bit a few people. After that she was caught by the MC staff with a net and was beaten with sticks by the outraged public until she fell unconscious ]
[For the record, few months back some puppies in my locality were given DDT insecticide and nobody could do anything about it as there are no effective organisations to take care of it.

The media amplified the dog bite issue by mentioning that the same dog bit 20 people in a day and 40 cases of dog bites are being reported each day. The issue is being misinterpreted by different entities.
There is a complete outbreak of violent behaviour with animals.

1. People chasing away dogs with sticks and stones in order to flush them out of their localities.
2.People and even animal lovers are avoiding to give food and water to the stray dogs in a hope that it might drive them out of their neighborhood.
3. Several protests are being made by some resident welfare associations to pursue the administrations to get rid of the city dogs either by euthanzing them or simply dragging them out to the city’s outskirt green areas.
4.Dogs being displaced by their respective neighborhood residents by the means if bribing the NGO or MC drivers.
5. Dogs on the run from sector-to-sector in the hope of migrating to a better locality where people are not eager to hunt them down and kick them out.
All of this is being done on the name of a sudden suspected ‘rabies breakout’ among the dogs.
The situation is becoming worse day by day and the patience of the MC and administration wearing out gradually.

Several discussions are being held by MC, PFA and High court of Chandigarh but they are unable to find a solution to the problem.
Various suggestions like euthanizing all the city dogs, ‘killing’ the furious dogs and making a dog pound to dump all the city dogs are also being put forth by the MC commissioners and higher authorities.
SPCA’s president Dr.J.C Kochar(who was inefficient in guiding the programme through his experience in the respective field) has recently resigned and cleaned his hands out of the mess.
Current SPCA administration has clearly stated that a hospital/ rehabilitation centre for animals should avoid executing the ABC programmes as it often results in victimizing the dog by infection in the hospital and a improper treatment.

They are expecting the govt. to form a separate ABC unit in the city and that it’s effectiveness should be monitored frequently by a authority that is relatively more concerned than the administration itself.
The situation is worsening day by day and the media is fueling the rebellion. One can clearly predict that any further harm by any stray dog might result in inhumane behavior of authorities and the citizens regardless of the behaviour of the voiceless animal.
I am attaching a few newspaper articles that might make the situation more clear to you.
We beg you for an immediate intervention and kindly direct the administration in planning a healthy programme. Many of us expect to see someone from India’s most reliable animal welfare body i.e AWBI to prevent this mass murder.
