3 orders passed by the High Court of Delhi?

Please read the email below and see the attachments. Those living in Delhi may do the needful. Others may try to use this order to file similar petitions in their state high courts. The judges have given the logic of dog feeding being important for the purpose of –

a) Making dogs docile to reduce bites

b) Making ABC AR easier by domestication.

if these learned judges could understand the simple logic then why cant other courts be made to understand this. Please use these judgements
