Sir,
The Animal Welfare Board of India has received shocking complaints to the effect that
barbaric animal cruelty is being routinely practised by the employees of Electrosteel
Integrated Ltd., in gross and blatant violation of the animal welfare laws of India.
As per the complaints received from horrified locals, your Chinese / Korean employees are
paying villagers at Bokaro district of Jharkand sums that seem princely to the poor villagers,
to capture stray dogs for them to eat! The villagers are paid Rs. 200/- per 'piece', i.e. per
stray dog that is captured; and the dogs are then killed in the most brutal manner possible,
probably because the Chinese/Koreans in your employ feel that 'the greater the cruelty, the
tastier the meat'. Apparently, these hapless animals are thrown into vats of boiling water,
and die the most agonizing deaths possible. After they have suffered horribly and died, they
find their way onto the plates of the employees of Electrosteellntegrated Ltd.
Vide this communication I wish to emphasize to you, so that you may in turn share with
your employees, that in India we do not have any practise of eating anything at 01/ thatmoves. Dogs are not eaten in this country. Further, that it is not open to all and sundry to go
on animal killing sprees. Slaughter is permitted only in accordance with, and in the manner
permitted by the Slaughter House Rules; and perpetration of cruelty in killing, whether
for food or otherwise, is not permitted, and will not be tolerated.
In fact, as per Indian law, street dogs cannot even be displaced, let alone killed. They can
merely be sterilized in the manner envisaged in the Animal Birth Control (Dogs) Rules, 2001,
vaccinated, and then returned back to their original locations.
You may also note, animal cruelty is an offence – under Section 11 of the Prevention of
Cruelty to Animals Act, and Section 428 of the Indian Penal Code – punishable with
imprisonment and fine. You may therefore ensure that your employees restrain
themselves, and refrain from indulging in uncivilized, barbaric and unlawful activities and
practises.
A copy of this communication is also being marked to the Deputy Commissioner of Bokaro,
and the DIG {Police}, for information and necessary action.
I also take this opportunity to caution you and your employees that if they do not desist,
and stop the killing immediately, the Animal Welfare Board of India shall be constrained to
take recourse to legal action, both civil and criminal, to obtain redress.
