Respected Sir/Madam,
The main reason I am writing this letter is to
make you aware of the conditions of Community Dogs in Karan Market,
Jammu. After all, humans have rights. If one species has rights, all
species should including an animal as simple as a dog.
I would like to address this issue for several
reasons, especially to get the word out that animals deserve to be
treated like humans.
I feel compelled to write this letter and show my
concern that my adjoining Shopkeepers in Karan Market Jammu, treat
community dogs badly. I am writing to give details of the incidents of
abuse that I aware of and request your prompt action towards the
guilty persons.
The first thing holding my attention to the
problem was the loud animal crying sounds that come from my office
corridor. Just few days back on 29th November 2013 evening, one of the
Shopkeeper who has made his shops Godown, had a verbal argument with
me as one of his male employee was mercilessly beating, a Community
Dog. The crying sounds of the Community Dog was unbearable. So, I
intervene, but the Shopkeeper and his employee were extremely violent
and using cruel language and behaviors and this Shopkeeper started
saying to me “oh madam inn kutton ko kyun khana dalti ho”.
“What can the Community Dogs eat when there is no person to take care of them?”
Still I acted nicely, even said sorry from my end
to close the verbal argument. But after 1 hour same employee of the
Shopkeeper came and started beating this 1 Female Black dog with a
mopping stick and a log, near my office door and even this person
break my drinking glass (which was kept outside for cleaning) on this
Female Black Dogs head. I went out running and had a hold on this
person and snatched mopping stick and log. Suddenly both the
shopkeeper and his employee started saying foul words to me. Ignoring
them I kept the Female Black Dog and her 4 months old pup to a safe
place near my Generator area. I wipe the bleeding nose of the Female
Black dog and kept them safely in a secure place. But still feared
what will happen to them in the night, when I am not around. So I
decided to spend the night in my Office only and kept watch on the
Community Dogs throughout the night.
Even on 29th November 2013 evening after this
incident, I tried to contact the near Police Station SHO, but I was
instructed to write an application and submit it to the Police
Station. But I couldn’t submit the application that day. Which now I
feel I should have done.
Since then everything was going calmly no
beating of Community Dogs and the said Shopkeeper and his employee was
not seen by me till today i.e. 10th December 2013.
But today, 10th December 2013 , as I reach my
Office and at 12:11 noon, 10 Municipality Men wearing Municipality
Uniform came near my Office and one Person wearing civil dress namely
Gulzar Massi, Designation Driver (as he said) who was on mobile
talking to his senior officer (I assume) and that Gulzar Massi after
having a 10mins talk on mobile came near me and started giving
instructions to rest 10 Men to grab the Female Black Dog and her 4
months old pup and trap them in net so that he can throw them away or
I fear poison them /kill them. I nicely talked to this Gulzar Massi
requested him to leave and assured that I will take the Female Black
Dog and her 4 months old pup to my residence. But he acted badly and I
went inside my office to make a phone call to the Jammu Municipal
Office and talked to the concerned Officer at 12:13noon I called and
Municipal Officer said to me “keep Community Dogs inside your office”
(in a rough language).I talked to him for 1minute and 51 seconds and
he at the end assured me that he will do the needful in this regard.
Here I want to pen down that this person Gulzar
Massi is just obeying orders of his Superiors, so it’s not appropriate
to quote him as an accused.
Soon, a person came running in my office and
said the 10 men and the Gulzar Massi trapped the Female Black Dog and
her 4 months old pup in the net. I ran down and saw all men beating
the helpless Dogs with sticks. I grabbed the net and I was able to see
only blood oozing from the Female Black Dog and her 4 months old pups
nose and mouth. I take them out of the net and kept them in my Car.
Again I called Jammu Municipal Officer at 12:24 noon, but no response.
Again I call Jammu Municipal Officer at 12:25 noon but he cut the call
without talk after 6 seconds.
But my main concern was to keep the Female
Black Dog and her 4 months old pup safe and secure. So I take them to
my residence and now they are safe with me at my residence.
The government may therefore resort to a quicker
and more powerful measure, to cope with the cruelty. The measures
should be launched before it is too late. The animals will die if the
actions are not taken. All lives are equal. We must not watch them die
without doing anything. It is barbarous if the People maltreat
Community Dogs with no food and null safety, especially in 21st
century. The government should immediately take legal action in this
regard
Finally, I hope that you will take a top
priority to stop this abuse and find out measures to ensure the
welfare of the Community animals, including dogs, cows and cats.
