Job opening for the position of Coordinator – Technical Assistance to Srinangar Municipal Corporation

The Federation of Indian Animal Protection Organisations (FIAPO) in collaboration with the Animal Welfare Board of India (AWBI) proposes to support the Srinagar Municipal Corporation (SMC) to set up a sustainable, effective and humane programme to control the dog population within the Srinagar municipal limits. This programme would be in conformity with the legal framework outlined by the Prevention of Cruelty to Animal Act and accompanying rules.



The roles that this position entails are the following:

1) Identify animal welfare NGOs/individuals, other civil society players willing to participate in the effort of carrying out an ABC programme in Srinagar

2) Facilitate a working relationship between the Srinagar Municipal Corporation and local animal welfare NGOs to meet programme objectives.

3) Help the municipal authorities and animal welfare NGOs take stock of the dog and rabies situation in Kashmir in accordance with guidelines of the International Companion Animal Management Coalition (ICAM). Specifically, help in developing an estimate of the dog population.

4) Help and facilitate  municipal authorities and NGOs set up sustainable systems whereby dogs are humanely caught, vaccinated and released back into their original territory

5) Enable the development and execution of a public outreach and education strategy that would build ownership and public confidence in the programme.

6) Source and organize trainings in skills such as dog-catching, vaccinations, ABC etc. (wherever necessary)

7) Review the programme (periodically) , facilitate participatory monitoring of progress, make mid course changes, iron out difficulties and challenges in the course of implementation .  .

The candidate for this position will have the desired skill sets and attributes:

  1. Prior experience of having worked in dog control situations.
  2. Diplomacy skills in order to bring parties with differing perspectives to agree to a common minimum programme and work on it.
  3. Negotiating and convincing skills to facilitate participation of different stakeholders in the programme.
  4. Management skills for creating systems, tracking progress, making mid course changes.
  5. Ability to judge changing needs of the programme and accordingly help identify resources (such as training opportunities) necessary for the programme.

 

Terms of employment:

1. The position is initially for a period of 6 months, extendable based on need and performance.

2. Remuneration will be in line with FIAPO pay scales and experience of the candidate.

3. The position is not location specific.

4. The candidate is likely to have to spend at least 10 days each month in Srinagar and travel additionally to facilitate training.
