Dr. Asgar Samoon, Divisional Commissioner, Kashmir, has issued orders to kill all street dogs of Kashmir. A qualified veterinarian, he has admitted to the Animal Welfare Board  of India, to requesting the ‘public’ to identify rabid dogs !
He obviously hasn’t let his veterinary knowledge come in his way. Carnage is reported to be occurring in Kashmir everywhere. Dogs are being poisoned and killed brutally in the name of rabies which is nowhere to be found or identified.
Mass graves are being dug and dogs being dumped into that. Any neighbour who has a grudge against another with a pet has now the licence to kill that pet dog.

We demand suspension of the Divisional Commissioner and appeal to the Veterinary Council of India to revoke his licence as he is not fit to be a vet.

The administration in Kashmir has embarked upon a massive dog poison programme after concocting the ill advised, illegal order whose link appears below. An alibi for an overkill has indeed been fabricated. 3000 dogs have been poisoned in the past three days alone since the issuance of the retrograde order perceived by the Municipality as an open ended carte’blanc for massacre. Another 50,000 are all set to be put to the sword of brutality over the next two months and to think that the state is headed by someone nursing a fresh, young and progressive outlook like Omar Abdullah ?
 
Please help avert this catastrophe. It is highly tragic as it is ironic that the massacre should come at a time when the divisional administration is headed by Dr A.A Samoon, IAS, himself a compassionate, competent veterinarian and a responsible member of the AWBI. There was also widespread news recently of the administration assigning the dog relocation programme to a self-styled “pied-piper”.
 
I earnestly request you to please spare time and campaign vigorously by your e-mails and letters to help stop the ongoing pogrom. Please multiply this message across to your friends and contacts on the net. Strong protest letters may please be sent to the below named officials and authorities emphasising the self defeating policy of advocating death as a solution in a state already gripped by violence and mayhem. God will bless you.Time is of essence.
