Dear friends,

 
Please read the mail below & also check the attachment. I request u all , as responsible citizens of a democratic country, to write to the BBMP  officials to whom AWBI notice has been served . This proposed law is violation of PCT Act. More than that its a direct violation of Article 19, 25, 26, 27, 28 of constitution apart from 48-A, 51-g, etc  .

BBMP (corporation of Bangalore) have yet again proposed the three most absurd things possible  bye laws they could against dogs. Some of them being –
 
1) One cant keep more than 3 dogs as pets
2) One cant keep and indian dog as pet in an apartment
3) any lost dog would be put down in 3-4 days.
etc
 
In short they are doing what Kerala did in the guise of the “Suraksha Program” for dogs. BBMP WANTS TO KILL INDIAN DOGS INDIRECTLY. Every unclaimed dog (which is actually all street dogs) will be put down. And people wont be able to shelter them also.
 
AWBI has taken swift action in this regard and written to the concerned people. Please find attached the notice. But more has to be done.

Let us be humble and to the point in our emails. I am sure the people who formulated these laws were not aware that they are breaching our fundamental rights. This law is violation of PCT Act. More than that its a direct violation of Article 19, 25, 26, 27, 28 of constitution apart from 48-A, 51-g, etc

Some extracts of the constitution are quoted here which may be applied here –

Article 25, 26, 27, 28 which still provides religious freedom to all citizens and preserves the principle of secularism in India. According to the constitution, all religions are equal before the State. Citizens are free to preach, practice and propagate any religion of their choice in their own way. While Article 48-A says – ” The State shall endeavor to protect & improve the environment and to safeguard the forests and wildlife of the country .” Article 51-A deals with the fundamental duties of the citizen. Article 51-A(g) states – ” It shall be duty of every citizen of India to protect & improve the natural environment including forests, lakes, rivers and wildlife and to have compassion for living creatures.” Article 19 deals with the fundamental rights of the citizen. So ” Right to Protect the Environment ” comes within Article 19. The ten Fundamental Duties—given in Article 51-A of the constitution—can be classified as either duties towards self, duties concerning the environment, duties towards the State and duties towards the nation. “Directive Principles of State Policy” directs that the government should keep them in mind while framing laws, even though they are non-justifiable in nature. Directive Principles are classified under the following categories: Gandhi an, social, economic, political, administrative, legal, environmental, protection of monuments, peace and security…………..

Indian dogs being indigenous to this country are a part of our Hindu religious system of thought and environment. Any such law, bye law which opposes protection or taking care of this leads to direct breach of our fundamental rights & religious sentiments. THESE ARE SERIOUS OFFENSES apart from being against animal laws.
SO PLEASE OBJECT.
 
I am also surprised that why hasnt any NGO of Bangalore objected to this. I am sure they will now.
